With more than 20 years of international development experience, Greg Smith is a leader known for his ability to inspire, empower and energise teams and partners worldwide.
Greg brings a unique blend of engineering and public policy expertise to his role as Chief Executive Officer of the International Road Assessment Programme (iRAP). He has been central to iRAP’s growth and global impact for over two decades, holding senior leadership roles across national, regional and global programmes.
Before becoming CEO, Greg served as Global Programme Director, leading work with governments, development banks, NGOs and industry partners worldwide to deliver life‑saving outcomes.

Rob McInerney AO
Chief of Future Impact
Rob McInerney AO is the Chief of Future Impact for iRAP. Rob works on the global game-changing partnerships and priorities for the charity that support the UN Member State agreed Targets 3 and 4 to deliver 3-star or better journeys worldwide. His efforts include using A.I. and big data to Star Rate every road on earth and include the data in mapping and navigation apps; integrating Star Rating into road design software to ensure all new roads are built with minimum safety standards and maximising the safe and sustainable mobility legacy outcomes of major events such as Formula 1, Olympics and World Cup events.
Prior to his current role, Rob was the CEO of iRAP for over 18 years working with the iRAP team and key development bank, political and technical leaders to grow the charity’s impact from start-up to over 130 countries worldwide.
Rob was appointed an Officer of the Order of Australia (AO) in 2026 for his humanitarian service that has saved thousands of lives through safer roads globally.

Helen Noble is a Chartered Accountant with over 25 years’ experience across industry, financial services and the charitable sector. As Chief Financial Officer at iRAP, she leads multi‑entity financial operations, supporting strategic planning while strengthening governance, compliance and effective project delivery across the organisation.
Helen brings strong analytical rigour, a process‑improvement mindset and a collaborative leadership style to her role. She has extensive experience in financial stewardship, risk management and building robust systems that support organisational growth and impact. Passionate about iRAP’s mission, Helen is committed to ensuring transparency, sustainability and value for money across the RAP family, enabling partners worldwide to deliver safer roads and improved mobility outcomes.

Julio Urzua
Strategic Projects Director
Julio Urzua is former Executive Secretary of the Chilean National Commission for Road Safety (CONASET). CONASET is a national commission responsible for inter-ministerial coordination and development of public policies for road safety in Chile.
Between 2006 and 2009 Julio was Executive Secretary of the Latin American and Caribbean Transitional Commission for Road Safety. This Commission was established to coordinate and strengthen road safety public policies in Latin American and Caribbean countries. The Chair of the Commission was Nobel Peace Laureate Oscar Arias, President of Costa Rica.
Between 2009 and 2020 Julio was the Director of Americas and the Caribbean for the International Road Assessment Programme (iRAP)

Global Programme & Communications Manager
Judy Williams is a seasoned communications professional, passionate about reducing road trauma through strategic communications, compelling narrative and stakeholder engagement. She supports the charity’s partnerships with the UN, international agencies, governments, development banks, mobility clubs, industry and NGOs across 140 countries for a world free of high-risk roads. She manages and tracks the impact of the global program, empowers and connects partners, brings stakeholders together in large-scale events, and promotes life-saving initiatives.
Judy was awarded the 2025 ACRS (Australasian College of Road Safety) Women in Road Safety Award for her global impact in reducing road trauma. Her work has been recognised through the International Safety Media Awards. Judy holds a Bachelor of Business in Communications from the Queensland University of Technology and is committed to fostering safer, sustainable mobility worldwide.

Global Operations Manager
Luke Rogers is Global Operations Manager at the International Road Assessment Programme (iRAP), with over 20 years’ experience in road safety engineering.
He began his career with West Sussex County Council in the UK before moving into international road safety leadership roles. Since 2018, he has led global road safety assessments and capacity building projects, working with governments, development banks and road authorities to strengthen infrastructure safety and embed Safe System principles.
Luke provides technical guidance, delivers training, and supports the development of national road safety strategies aligned with the Decade of Action. He also contributes to the ongoing development of iRAP’s Star Rating risk model and software tools, now used in more than 100 countries worldwide.

Monica Olyslagers
Global Innovation Manager and Cities Specialist
Monica Olyslagers is an international road safety and transport policy expert with 20 years of experience spanning road infrastructure safety, urban mobility, cycling safety and transport governance across Asia, Europe and Australia.
She is Global Innovation Manager and Cities Specialist at the International Road Assessment Programme (iRAP), and a member of its Executive and Global Technical Committees. Monica has led and contributed to international initiatives funded by the European Commission, UKRI, the World Bank and Bloomberg Philanthropies, including CAMBER, PHOEBE, ELABORATOR and the Global Road Safety Initiative. She also oversees the development and implementation of iRAP’s global safety models and tools.
Monica holds a Master of Development Practice and bachelor’s degrees in Psychology and the Arts, and is an award‑winning practitioner and PhD supervisor within the Horizon Europe IVORY Doctoral Network.

Her expertise spans evidence-based strategies for safer mobility, and she works with partners across Europe to reduce road fatalities and serious injuries.
Olivera’s commitment to safer infrastructure and the practical use of RAP methodologies is central to her impact, driving progress towards better outcomes in mobility and transport. A serious car injury early in life shaped her perspective and continues to fuel her dedication to safer roads

Morgan Fletcher
Operations Manager, Latin America and the Caribbean
Morgan Fletcher is a Civil Engineer with over 15 years’ experience in road safety and transport infrastructure. He graduated with honours from the University of Newcastle in 2007 and began his career with AECOM in Brisbane as a Transport and Highways Engineer and Road Safety Auditor. In 2012, he volunteered with iRAP in Mexico, supporting the expansion of evidence-based road safety programmes across Latin America.
Since then, Morgan has led and supported road assessment and capacity-building projects across the Caribbean, Latin America, North America, Europe and Asia, working with governments, development banks and major road operators. He is passionate about applying data-driven approaches to design safer roads, strengthen local capacity and ultimately save lives.

James Bridge-Butler is one of the Software Development Engineers who work on the ViDA product and other web-apps provided by iRAP. With over 25 years of experience in web development, and 5 years as a Mechanical Engineer before that James is a champion of good user experiences while applying solid engineering principles and concepts to code and data manipulation.
James also has experience at the sharp-end of road safety, having been part of the TRL “On The Spot” survey team, which brought an understanding of the impact of road-safety to everyone.

Dr Suzy Charman is Executive Director at the Road Safety Foundation, providing leadership of the organisation. Suzy creates new ideas and thinking, provides technical oversight of our projects and methodologies, and leads our collaboration with other stakeholders.
Suzy was programme manager for iRAP upon its inception nearly 20 years ago, has broad experience across all areas of road safety through her work developing national road safety strategies, and is recognised as a leading Safe System expert with specialism in the Safe Roads and Safe Speeds elements.

Kate Fuller is the Programme and Engineering Director at the Road Safety Foundation. In her daily role she brings her knowledge and expertise in Programme Management to deliver the portfolio of projects which RSF undertake. This includes the Safer Roads Fund project for DfT, managing the iRAP surveys across the UK and work with the Welsh Government and National Highways.
She has over three decades experience in the fields of road safety and traffic management in Local Authorities and private consultancy and is a PRINCE2 Practitioner and PMQ-qualified Project Manager.

James Bedingfeld is the Lead Road Safety Engineer at the Road Safety Foundation. He brings knowledge and expertise in road safety engineering to deliver the portfolio of projects which RSF undertake. This includes supporting engineers from Local Authorities, Welsh Government and National Highways and their respective supply chains to develop safety schemes using the iRAP suite of tools.
James also assists in the delivery of iRAP surveys across the UK including route and network road safety modelling. He has nearly three decades experience in the fields of road safety, traffic management and transport planning working for Local Authorities and private consultancy.

Brian Lawton
Road Safety Research and Policy Officer – Road Safety Foundation
Brian Lawton is the Road Safety Research and Policy Officer at the Road Safety Foundation. A highly-qualified mathematician with 20 years of experience in road safety, he leads much of the Foundation’s analytical work. This includes Crash Risk Mapping Britain’s motorways and ‘A’ roads each year, and working with road authorities to help prioritise highly cost-effective road safety investment.
He has a particular ability to share the findings of evidence-based road safety analysis with a wide range of audiences – he has presented at and chaired conferences, appeared as an expert witness in court, and appeared on television and radio.

Isabella Hale is a third-year Sociology student at the University of Bath, currently on placement with the Road Safety Foundation in partnership with iRAP. She supports research and analysis of road safety initiatives, applying both qualitative and quantitative methods to understand how policy, behaviour, and social systems affect public outcomes.
Isabella contributes to project development, data interpretation, and evidence-based policy evaluation, and brings strong communication and teamwork skills to her work. She is particularly interested in using research to inform interventions that promote safer, more equitable communities.

Franco Azzato is an Industrial-Mechanical Engineer with more than seven years of experience in road safety. He has worked extensively across Latin America, supporting initiatives focused on motorcycle safety and child road safety before joining the Safe Infrastructure field with iRAP in 2022.
His work combines technical knowledge with practical implementation, helping governments and partners translate evidence into safer roads and policies. Franco is committed to strengthening local capacity, believing that road safety should be approached as a shared responsibility and a fundamental right.
Through his professional role, he aims to contribute to fewer people and families experiencing the irreversible impact of road crashes.

Edgar Zamora
Safer Journeys Lead (The Americas)
Edgar Zamora joined iRAP in November 2021, from where he focuses his work on developing strategic partnerships and projects that contribute to reducing road traffic deaths and injuries in the region. Before joining iRAP, he worked for 12 years for the Inter-American Development Bank, 9 of them as a Transportation Specialist, leading infrastructure projects in different countries in Latin America and the Caribbean.
His background as Civil Engineer and Master in Finance together with his wide experience on the ground allowed him to develop a sound track record in leading multidisciplinary teams through complex transport and road safety projects, successfully influencing policy changes that prioritize high-impact interventions in the LAC region.
Edgar has led and contributed to several safe mobility projects and publications on road safety issues. During his career, he worked in multiple Latin American and Caribbean countries, including all of Central America, Haiti, Guyana, and Suriname.

Samar Abouraad
Global Safer Journeys Specialist
Samar Abouraad is a road safety specialist with 30 years of experience in multi-sectoral projects, road safety and urban transport policy, audits, project management, and public participation. She holds a master’s in civil engineering from École Nationale des Ponts et Chaussées (Paris) and a civil engineering degree from Saint Joseph University (Lebanon).
She is currently Global Safer Journeys Specialist at iRAP. Previously, she served for 20 years as a senior expert with the Global Road Safety Partnership (GRSP). Her work includes road safety policies, master plans and analyses in France, Chad, Boston, and the Middle East and North Africa region. She was the team leader for the 1M Euro Euromed Road Safety Programme funded by the EU. She has extensive experience in capacity building, teaching, delivering training and workshops in road safety programme management for decision-makers, engineers, and university students.

Nathalie Chiavassa is a dedicated road safety specialist and certified road safety auditor with more than 20 years of experience across Sub‑Saharan Africa and the Caribbean. She has contributed as an expert and team leader to numerous training programmes and has played a key role in advancing the Two Decades of Action for Road Safety, providing technical assistance, policy and strategy reviews, and capacity building in over 15 African countries.
Her professional background includes supporting major road rehabilitation and modernization projects throughout Africa. Her expertise covers road safety engineering, on‑site assessments, the development of technical manuals, and advisory support to road safety agencies, institutions, and civil society organizations.
Since March 2023, she has served as Lead for Safer Roads in Africa at the International Road Assessment Programme (iRAP), where she is committed to strengthening efforts to save lives across the continent.

Sustainable Mobility Coordinator
Minh Vo holds an MSc in Urban Planning and brings expertise in road safety, sustainable mobility, and monitoring and evaluation. At iRAP, she supports the Star Rating for Schools (SR4S) and CycleRAP programmes, advancing evidence-based infrastructure assessments and improvements while strengthening partnerships with governments, development agencies, and communities worldwide.
Her background uniquely bridges technical analysis and community engagement, with a strong focus on developing climate-resilient and inclusive transportation systems that align with the UN Decade of Sustainable Transport (2026–2035). Minh is passionate about translating data and research into real-world solutions that protect vulnerable road users, particularly children and cyclists.
A recipient of the Australia Awards Scholarships and the 2025 Peter Kissinger Memorial Award, she embodies both professional excellence and a genuine commitment to saving lives through safer, more sustainable streets for all.

Gabriel Guevara is a Road Safety Engineer with more than 25 years of professional experience, providing senior consultancy services in the design, assessment and management of safe road infrastructure. Since 2017, he has served as a road safety consultant for iRAP, leading road assessments, risk analysis and investment planning programmes focused on reducing road traffic fatalities and serious injuries.
He has contributed to numerous national and international projects, applying iRAP protocols for infrastructure safety assessment, prioritisation of interventions and optimisation of investment strategies. His experience includes capacity building, technical training of client-appointed teams and support to institutional strengthening initiatives. He combines strong technical expertise with advanced English proficiency and experience in analytical tools, project management and quality assurance, enabling the delivery of robust, evidence‑based road safety solutions worldwide.

Racheal Nganwa is a Civil Engineer with over 25 years of experience, specialising in highway design, transportation engineering, and Road Safety Engineering. Her career spans procurement, contract management, engineering design, feasibility studies, construction supervision, and preparation of key project documentation. She has worked extensively with Regional Organisations, Road Authorities, Development Agencies, and Private Sector to advance safer resilient transportation.
Racheal has led road safety initiatives, policy reviews, and programme management across multiple countries. Her achievements include coordinating CEEQUAL efforts for the London 2012 Olympics, establishing the Road Safety Unit at the Uganda Road Authority, and supporting regional integration through cross‑border transport initiatives across six East and Central African countries.

Jigesh Bhavsar is a road safety specialist with over 20 years of international experience in infrastructure safety engineering, iRAP assessments, and capacity strengthening across Asia, Africa, the Middle East, and the Pacific. He has led Star Rating and Safer Roads Investment Plan (SRIP) assessments on national highways, urban corridors, expressways, and rural networks, supporting governments and multilateral development banks to achieve 3-star or better standards for all road users.
His expertise includes road safety audits, crash data analysis, Star Rating for Design (SR4D), economic appraisal of safety investments, and institutional road safety reform. Jigesh has delivered structured training programs and accreditation courses for engineers, planners, and road authorities in more than 15 countries. He is driven by the Safe System philosophy and the belief that evidence-based, well-designed infrastructure can systematically eliminate high-risk roads and prevent avoidable deaths.

Albin is a consultant with the iRAP, bringing over 13 years of experience in transport engineering, planning, and road safety. His work focuses on large-scale, data-driven road safety assessments to identify high-risk road sections and support evidence-based investment and policy decisions.
He has contributed to road safety assessments covering over 50,000 km of road networks across multiple countries and has led major iRAP projects in India. He has also supported a range of transportation engineering, road safety audit, and research projects aligned with international best practices.
Albin holds a Bachelor’s in Civil Engineering and a Master’s in Transport Planning from the School of Planning and Architecture, New Delhi. He is a fully accredited iRAP practitioner and road safety auditor. He is committed to strengthening institutional capacity, promoting systematic safety assessment, and supporting the global goal of eliminating high-risk roads through evidence-based interventions.

Agustin Centeno is a Road Safety and Training Specialist with more than 20 years of experience improving the safety performance of road networks. His work spans star‑rating assessments, investment planning, blackspot treatments, geometric design advisory and the implementation of proven safety countermeasures. Throughout his career, he has coordinated multidisciplinary technical teams to support the effective delivery of road safety projects.
Agustin serves as a technical advisor for the Star Rating for Schools programme and contributes to iRAP’s global training and accreditation efforts. He previously conducted applied research at the Mexican Transportation Institute, earning a national award for the best postgraduate thesis. An accredited road safety auditor for various international organisations, he is passionate about saving lives through safer infrastructure and promoting knowledge‑sharing in transportation engineering. He holds a master’s degree in engineering, specialising in Roadway Systems.
