iRAP Global Technical Committee (GTC)
The iRAP Global Technical Committee (GTC) governs the iRAP model development and oversees the technical integrity of iRAP protocols worldwide. The GTC reports directly to the iRAP Board and is comprised of experts from leading road safety organisations and research agencies from around the world. The GTC ensures that the latest road safety research is included and that the model is consistently applied.
A GTC member is an individual who is a respected road safety researcher or practitioner and who has the knowledge, skills and experience required to perform a governance and oversight role of the iRAP models. The Global Technical Committee (GTC) currently has 15 members.
Chief of Future Impact
Rob McInerney AO
Chief of Future Impact
Rob McInerney AO is the Chief of Future Impact for iRAP. Rob works on the global game-changing partnerships and priorities for the charity that support the UN Member State agreed Targets 3 and 4 to deliver 3-star or better journeys worldwide. His efforts include using A.I. and big data to Star Rate every road on earth and include the data in mapping and navigation apps; integrating Star Rating into road design software to ensure all new roads are built with minimum safety standards and maximising the safe and sustainable mobility legacy outcomes of major events such as Formula 1, Olympics and World Cup events.
Prior to his current role, Rob was the CEO of iRAP for over 18 years working with the iRAP team and key development bank, political and technical leaders to grow the charity’s impact from start-up to over 130 countries worldwide.
Rob was appointed an Officer of the Order of Australia (AO) in 2026 for his humanitarian service that has saved thousands of lives through safer roads globally.

Global Technical Director
James Bradford has spent his career advancing evidence‑based solutions that make roads safer for all users. With deep expertise in road safety management, he has led the development and implementation of global assessment tools, strengthened data‑driven methodologies, and helped organisations design safer transport systems worldwide. His work spans technical innovation, capacity building, and supporting partners across governments, development banks, research institutes and industry to deliver measurable safety improvements.
James is driven by a belief that preventable road trauma can be eliminated through strong partnerships, high‑quality data, and practical engineering and policy solutions. His passion comes from seeing the real‑world impact that safer roads have on communities, and the global potential of scaling life‑saving interventions.

Monica Olyslagers
Global Innovation Manager and Cities Specialist
Monica Olyslagers is an international road safety and transport policy expert with 20 years of experience spanning road infrastructure safety, urban mobility, cycling safety and transport governance across Asia, Europe and Australia.
She is Global Innovation Manager and Cities Specialist at the International Road Assessment Programme (iRAP), and a member of its Executive and Global Technical Committees. Monica has led and contributed to international initiatives funded by the European Commission, UKRI, the World Bank and Bloomberg Philanthropies, including CAMBER, PHOEBE, ELABORATOR and the Global Road Safety Initiative. She also oversees the development and implementation of iRAP’s global safety models and tools.
Monica holds a Master of Development Practice and bachelor’s degrees in Psychology and the Arts, and is an award‑winning practitioner and PhD supervisor within the Horizon Europe IVORY Doctoral Network.
